For the 10 Member States which joined the Union in 2004 as well as Romania and Bulgaria which joined in 2007, the EIB, the European Commission, the EBRD and the KfW have launched a joint initiative to provide technical support for project preparation in the case of large infrastructure schemes which receive finance from the Structural and Cohesion Funds.
